The COVID-19 pandemic has highlighted the significant market interdependence between the EU and the Western Balkans, with Italy remaining a key trade partner for Albania and Montenegro, and Apulia serving as a crucial gateway for the movement of goods and people from the region. The pandemic accelerated efforts to automate supply chains and cross-border procedures, yet the potential for leveraging advanced technologies remains largely untapped. Addressing the inefficiencies caused by complex and time-consuming processes continues to be a shared challenge for the Programme area.

ISACC+ aims to tackle these challenges by advancing the optimization and automation of control processes in the SA area. It builds on the achievements of the previous ITALME "ISACC" project, which developed an AI-based platform to support anti-fraud inspections. While the initial platform was tailored specifically for customs needs and tested in port environments, ISACC+ expands its scope to enable a wider range of functionalities that support additional types of controls.

The main output of ISACC+ is a comprehensive action plan developed through extensive project activities. This plan takes a cross-border perspective while exploring scale-up options for the ISACC platform. It evaluates the current technological and procedural state of security processes at border crossings in the SA area, develops new procedures, methods, datasets, and techniques to improve cross-border controls, and tests these improvements in simulated scenarios or through direct engagement with target groups. The project also ensures long-term sustainability by committing project partners and stakeholders to continue using and further developing the system beyond the projects conclusion.

ISACC+ is distinguished by its innovative approach, combining cutting-edge research and practical implementation. It contributes significantly to advancing the existing body of knowledge on the application of disruptive technologies in cross-border controls. The project’s methodology is forward-thinking, accounting for various potential scenarios for scaling up the ISACC platform while maintaining constant engagement with target groups. This ensures that the platform meets real-world needs and delivers tangible benefits. ISACC+ not only addresses current challenges but also sets a strong foundation for more efficient and secure cross-border procedures, fostering greater regional integration and sustainability.
