Vesna Popović-Bugarin was born on May 03, 1978. in Podgorica, Montenegro. She finished elementary school and Gymnasium Slobodan Škerović in Podgorica, Montenegro. Vesna Popović-Bugarin enrolled at the Faculty of Electrical Engineering (FEE), University of Montenegro, in 1996, where she graduated in 2001. She received master degree and PhD degree from the University of Montenegro, in 2005 and 2009, respectively.
