The first Call for project proposals under the programme IPA Croatia – Bosnia and Herzegovina – Montenegro (2021-2027)

The first Call for project proposals has been published for the programming period 2021-2027 under the programme IPA CBC Croatia – Bosnia and Herzegovina - Montenegro, with a deadline for submission of proposals until 28th of July 2023 at 15:00 (CET).

Programme area in Montenegro includes the following 12 municipalities: Podgorica, Ulcinj, Bar, Budva, Tivat, Kotor, Herceg Novi, Tuzi, Zeta, Cetinje, Danilovgrad, Niksic.

The total available EU grant amount for this Call is around 41 million EUR. IPA EU grant contribution will be maximum 85% of total project costs (and minimum 20%). Each partner organization must ensure at least 15% of co-financing of its part of the project budget. Budget allocated to each partner must be at least 10% of the total project budget.

Eligible cost categories:

  • staff costs
  • office and administrative costs
  • travel and accommodation costs
  • external expertise and services costs
  • equipment costs
  • costs for infrastructure and works

Each partner shall include staff costs in its respective budget, i.e. shall ensure that at least one person (internal staff) is engaged in a project during the entire implementation period.

It is possible to include in the project application the costs for preparation of project proposal and for closure of the project (under the budget category “external expertise and services costs”):

  • up to 8.000 EUR for preparation of project application and its further adaptation after it would be selected for financing (the EU share for this cost will be reimbursed to the lead partner after signing the grant contract)
  • up to 4.000 EUR for preparing and submitting the final report and other project closure requirements (the EU share for this cost will be reimbursed to the lead partner after approval of the final report)

A project must involve at least 2 partners from different countries of the Programme area, out of which at least 1 must be from Croatia. Projects proposals which include partners from all 3 Programme countries are highly encouraged, which could be reflected in award of additional points in the evaluation process. The maximum number of partners is 6, including the lead partner.

There is no limit of the number of submitted project proposals, but there is a limit of the number of proposals selected for funding: one organization can be selected in a maximum of 5 projects, out of which in a maximum of 2 as a lead partner and in a maximum of 3 as a partner.

In the case of the University of Montenegro these limits of the number of selected projects are related to its individual organisational units.

This Call for proposals is addressed to 6 Specific Objectives:

 

  • Specific Objective 1.1 – Research and innovation
  • Grant amount per project (min. – max.): 400.000 – 1.500.000 EUR
  • Project duration (min. – max.): 18 – 30 months

 

  • Specific Objective 2.1 – Energy efficiency
  • Grant amount per project (min. – max.): 500.000 – 2.000.000 EUR
  • Project duration (min. – max.): 18 – 30 months

 

  • Specific Objective 2.4 – Climate change adaptation
  • Grant amount per project (min. – max.): 500.000 – 2.500.000 EUR
  • Project duration (min. – max.): 18 – 36 months

 

  • Specific Objective 2.6 – Circular economy
  • Grant amount per project (min. – max.): 500.000 – 2.000.000 EUR
  • Project duration (min. – max.): 18 – 30 months

 

  • Specific Objective 4.5 – Health system
  • Grant amount per project (min. – max.): 400.000 – 2.000.000 EUR
  • Project duration (min. – max.): 18 – 30 months

 

  • Specific Objective 4.6 – Tourism and culture
  • Grant amount per project (min. – max.): 400.000 – 2.000.000 EUR
  • Project duration (min. – max.): 18 – 30 months

 

A project application must indicate only one of these Specific Objectives (even in case where project activities might fall under more than one Specific Objective).
