How does MCE – Incompetent Group of Pretentious Individuals – Speak of Higher Education

MCE continuously deals with the higher education in Montenegro, especially with the UoM, since such an activity of this NGO is conditioned by its obligations towards donors and competitions and yet we expect to deal with this important area in detail, seriously and professionally. Especially we expect that MCE does not use topics within higher education area in promotional purposes or for causing media sensations.

And this, first of all, requires, not to use untrue statements and to make them based on facts. Hence, they have stated so far that University of Montenegro did not initiate administrative proceeding against the decision of the Ministry of Health, issued on July 3rd, which issued the license for Higher Nursery School in Berane, which was delivered to us on July 11th and after the inspection. Just the opposite, the University of Montenegro has immediately initiated the administrative proceeding against the stated decision for the reasons of issuing the license opposite of accredited study programs, i.e. issuing license which is not required, presenting the obvious legal nonsense.  

Claiming this, MCE shows that either it doesn’t know the facts or it intentionally doesn’t speak of it. After uttered untrue fact, MCE uses speculations, claiming that the lawsuit is not filed since the accreditation of this institution is legally disputable. We would expect that a non-governmental organization which deals with education and integrity in higher education, to precisely say: do they support to enroll students into unaccredited study program in Berane or into accredited in Podgorica.

The MCE announcement states rough insinuation that UoM accreditation process is implemented illegally and, as they say, hastily. So called experts for higher education in this NGO, obviously do not know that the accreditation process is implemented according to determined procedure and that evaluation of accreditation material is performed by commission of international experts. This commission gave highest assessments on quality, content, and model of UoM study programs, and Higher Education Council unanimously adopted their reports.   

It is also untrue the original stupidity that UoM is accredited “hastily”. If “experts: of NGO read official sites, they might find out that UoM accreditation material, after a two-year thorough reform process, delivered SVO at the end of October 2016, and that accreditation decision was made on 12th May 2017, even rather longer than prescribed deadline for accreditation implementation. This statement additionally confirms that MCE dilettante, irresponsibly, and sensationalistic deals with serious issues within higher education area and it use incriminations and untrue statements in order to discredit UoM. Fortunately, for now MCE only achieved to disaccredit itself and present itself to public as unserious and incompetent group of pretentious individuals, who irresponsibly spends money of foreign and domestic tax payers.
