Public Announcement by Rector of the University of Montenegro, prof. Radmila Vojvodic: A Step Back

 

By making a decision to refuse dislocation of the Higher Medical School, the Government has confronted with unanimous decisions of the Council of the Medical Faculty, Higher Education Council as an expert body of the Government, the Report of international experts on accreditation, unanimous attitude of the Senate of the University of Montenegro on elaborate supported by the Government itself in July last year. Above all, when making this decision, the Government of Montenegro ignores European Directives and Standards for regulated professions, as well as standards for education quality as the responsibility of the University of Montenegro as autonomous unit.

Reasons for this decision made by the Government can hardly be accepted from the point of academic community, and especially from the perspective of students, quality of knowledge and expertise, yet being inevitably harmful for everybody. Moreover, the question is asked whether enrolment to this study program is possible this year, since it does not have international verification, i.e. it is not accredited. Consequently, it is not clear how it can be licensed at all.

Data from justification of decision on quitting from dislocation are intolerably arbitrary. On one hand, it is not possible to separate theory from practice, and on the other hand 260 students should spend during a study year one entire semester, out of two, in Podgorica.

Finally, we at the University of Montenegro, do not know if there is anywhere in the European higher education a school for higher medical nurses who do not perform practice in clinical center. Even if it is possible to reach compromised and quality solution, according to this proposal of the Government, we remain reserved towards implementation until further notice. That would certainly have to be an original Montenegrin educational decision.

This Government’s decision is simply confusing since at the same time it increases costs, brings into question sustainability and quality of teaching process and standards of an important profession which is necessary in Montenegrin system of health protection overwhelmed by difficult problems. It seems like a step back in comparison with valid strategy in the higher education area.

Apropos, I believe that our North will prosper some day and Berane will have clinical center and then I shall, wherever I am to be, earnestly support existence of Higher Medical School.
