Announcement for Foreign Citizens: Application and Enrolment into Study Programs at the University of Montenegro

Foreign citizens have the right to enrol in study programs in Montenegro under the same conditions as Montenegrin citizens, in accordance with the Law on Higher Education and the Statute of the University of Montenegro.

A foreign citizen shall submit proof on the Montenegrin language level proficiency in which teaching is conducted, unless secondary school is completed in a language officially used in Montenegro.


Candidates, who are foreign citizens, interested in enrolling in a specific study program at the University of Montenegro are required to submit a request for recognition or equivalency of a foreign educational document, in accordance with the Law on the Recognition of Foreign Educational Documents and the Equivalency of Qualifications.

Information about the documentation required for the procedure of recognition of a foreign educational document for purpose of continuing education can be found on websites of organizational units that carry out the said procedure.

A person who has submitted a request for recognition of a foreign educational document, and the recognition process has not been completed before the deadline for submitting the enrolment application, may conditionally apply for enrolment and enrol based on confirmation that the recognition procedure has been initiated with the competent authority.
In case the recognition request of the foreign educational document is not completed before academic year begins, is rejected, or if the foreign educational document does not grant the right to enrol in a chosen study program of the University, it will be considered that enrolment has not taken place.
If the candidate submits duplicates instead of a required original documents, they are obliged to sign a statement that the original documents were not used to exercise the right of enrolment in another study program.
A candidate who provides a false statement will be eliminated from the qualification process.

Foreign citizens submit their application in person, through student service of a organizational unit.

Required documentation:

·         Original diploma of passed external graduation exam or professional exam

·         Original certificates of completed grades of secondary school

·         “Luča” diploma or equivalent diploma

·         Copy of biometric ID card or, for foreign citizens, a corresponding identification document

·         Diploma or equivalent document of having won first or second prize at a national or international competition in relevant subjects

Application for competition is submitted on June 26th and 27th, 2025, by 4:00 PM.
After that time, the system for electronic application will be closed. Candidates applying in person must submit their application on the stated days during the working hours of the student services. Late applications will not be considered.

Tests in two subjects relevant for continuing education, for candidates who did not take the external graduation exam or professional exam, will be held on June 30th, 2025.
The schedule of test dates will be published on the websites of the organizational units.
Entrance exams for faculties and academies that require them will be held on July 1 and 2, 2025, according to the schedule that will be published on official websites.

Enrolment exams are organized for study programs in Medicine, Dentistry, Architecture, Psychology, Physical Culture and Healthy Lifestyles, Sports Journalism and Coaching, as well as for professional-artistic study programs.

Enrolment of candidates and issuance of certificates will take place until July 4, 2025, according to the schedule of the organizational units.

The provisional tuition fee for the self-financing undergraduate study program Business and Economics in English is 1,750.00 euros per semester.

Enrolment at the University of Montenegro is more closely regulated by the Rulebook on Conditions, Criteria, and Procedure for Enrolment in Undergraduate Studies at the University of Montenegro No. 01-2458 of 17.12.2009, with amendments and supplements: No. 08-463 of 31.03.2011, No. 08-463 of 02.06.2011, No. 08-153/2 of 03.05.2012, No. 08-793/1 of 23.05.2013, and No. 08-614/1 of 24.04.2014.
The Rulebook is available on the website www.ucg.ac.me.

In matters not regulated by the Rulebook or that are contrary to the Law on Higher Education or other applicable regulations, the provisions of those regulations shall apply directly.
