PROCEDURE FOR RECOGNITION OF FOREIGN EDUCATIONAL CERTIFICATES

Dear prospective students,

Attached are the procedure, information, and accompanying documentation for the process of recognition of foreign educational certificates.

1. FILLING OUT THE APPLICATION FOR RECOGNITION

The applicant fills out the application for recognition of a foreign educational certificate on the prescribed form, being responsible for the accuracy of all the information provided in the application.

2. SUBMITTING THE NECESSARY DOCUMENTATION ALONG WITH THE PROPERLY FILLED APPLICATION FORM

The application for recognition of a foreign educational certificate must be submitted by the holder of the certificate personally, their parent or guardian, or an authorized representative (only with authorization from a competent authority).

For the recognition of foreign educational certificates of higher education, the following documentation must be provided:

For certificates obtained in the Republic of Serbia, Republic of Croatia, and Bosnia and Herzegovina:

  • A certified copy of the Diploma or Graduation Certificate, in A4 format, in three copies
  • A copy of the Transcript of Records or Diploma Supplement (no certification required)
  • Proof of payment of the administrative fee.

For educational certificates obtained in other countries:

  • One copy of the certificate and three certified translations by a court-certified translator in Montenegro, in A4 format (for certificates obtained in other countries)
  • Three certified translations of the Diploma or Graduation Certificate by a court-certified translator (A4 format)
  • A certified translation of the Transcript of Records or Diploma Supplement by a court-certified translator in Montenegro
  • A copy of the diploma (in the original language)
  • A copy of the Transcript of Records or Diploma Supplement (in the original language)
  • Proof of payment of the administrative fee.

The fee should be paid to the account: 832-3161080-65; Payment purpose: Recognition of foreign educational certificate.

Note:

  • If the educational certificate submitted for recognition was obtained based on prior education, it is necessary to provide a copy of the document concerning the obtained, started, or partial education in Montenegro.
  • For the recognition of doctoral studies, it is necessary to submit a document that includes the title of the doctoral dissertation in the original language.

3. PERSONAL COLLECTION OF THE DECISION ON THE RECOGNITION OF A FOREIGN EDUCATIONAL CERTIFICATE

Upon completion of the recognition procedure, the applicant will be contacted to collect the Decision on Recognition. The decision can be collected by the certificate holder personally, their parent or guardian, or an authorized representative (with authorization from the competent authority) within 30 days, on any working day from 9:30 to 11:00 AM and from 11:30 AM to 1:00 PM.

CERTIFICATION AND TRANSLATION OF DOCUMENTS:

  • The translation of foreign documents is carried out and certified by a court-certified translator in Montenegro for the foreign language in which the foreign educational certificate was issued.
  • Copies of diplomas translated by a court-certified translator do not need to be notarized, as the translator’s stamp certifies the copy.
  • The list of authorized court-certified translators is available on the website of the Ministry of Justice of Montenegro at https://www.gov.me/mpa/tumaci.
  • Copies of public documents in Montenegro are certified by the court, municipality, or notary.
