Mensur Dlakić was borm in Bijelo Polje, where he attended elementary and high school. He was granted a college degree in Molecular Biology and Physiology from the University of Belgrade. He obtained a PhD in Biochemistry for studies of DNA structure at the University of Nevada, Reno.
