Interreg IPA South Adriatic – 1st call for proposals for capitalisation projects expected to be launched in December 2022

A call for proposals for capitalization small-scale projects (simplified cost options) under the new Interreg IPA South Adriatic programme is planned to be launched in December 2022. It is a trilateral cross border cooperation programme, including Italy, Albania and Montenegro, and will be implemented under the Instrument for Pre-Accession Assistance (IPA III) in the 2021–2027 programming period. It widely builds on the results of the previous programme Interreg IPA CBC Italy-Albania-Montenegro 2014-2020.

Priority axes and 8 specific objectives of the Interreg IPA South Adriatic programme are listed in the table below.

A more connected South Adriatic programme area, by enhancing mobility and regional connectivity.

S.O. 3.1 – Connectivity
Developing sustainable, climate resilient, intelligent and intermodal national, regional and local mobility, including improved access to TEN-T and cross-border mobility, through joint cross-border actions.

P.A. 4 – SOCIAL
A more social South Adriatic programme area.

Improving access to inclusive and quality services in education, training and life-long learning through developing infrastructure, and cross-border actions.

S.O. 4.2 – Tourism
Enhancing the role of culture and tourism in economic development, social inclusion and social innovation, through cross-border actions.

P.A. 5 – GOVERNANCE
A better governance in the South Adriatic programme area.

S.O. 5.1 – Governance
Enhance efficient public administration by promoting legal and administrative cooperation and cooperation between citizens and institutions, in particular, with a view to solving legal and other obstacles in border regions.

Cross-cutting themes are: pre-accession assistance, cultural heritage and tourism, security at borders, digitalization.

Type of actions that can be financed through the programme:

  • public services
  • digital services
  • small investments
  • innovative experimental applications
  • agreements
  • joint models/processes
  • capacity building/trainings

Type of beneficiaries:

  • public authorities (ministries, regions, local authorities, municipalities, etc)
  • public bodies (universities, research centres, agencies, bodies governed by public law, etc)
  • social partners (chambers of economy/commerce, NGOs, unions, associations, foundations, etc)

Target groups: small and medium enterprises, public, private and non-profit organisations, citizens.

A call for proposals for small-scale projects (simplified cost options – no real costs) under the new Interreg IPA South Adriatic programme, planned to be launched in December 2022, will be dedicated to capitalization of previous activities/projects, where capitalization is considered as a process which ensures that valuable results, previously achieved, are used or transferred to other organisations, geographical locations, sectors, time or other contexts.

The specific objectives of this Call are the same as in the Interreg South Adriatic programme (8 specific objectives).

For this Call, project partners may capitalise on project results:

  1.  achieved in projects of the Interreg IPA CBC Italy-Albania-Montenegro in the 2014-2020 period;
  2.  achieved with other EU funds, programmes, initiatives, projects, geographical contexts;
  3.  achieved by a project partner’s organisation and widely recognised as a good practice, of which evidence of external/independent assessments shall be provided;

For type “a”, in case a proposal is built on results already capitalised in the 2014-2020 capitalisation procedure, the additional added value of transferring these results must be clearly stated. For types “b” and “c”, the added value of transferring/using these results to a new context must be explained.

Total budget for capitalization projects under this Call is 5.000.000 EUR. Maximum budget per project is 200.000 EUR (IPA funds plus own contribution). Own financial contribution for participants from Montenegro is at least 15% at project level. Project duration is maximum 12 months.

Expenditures incurred to develop/prepare the project before the project start date will not be reimbursed, but are covered by a lump sum of 5.000 EUR (IPA funds and own contribution) to the lead partner.

Project partners are entitled to a pre-financing of 30% of the IPA contribution plus 5.000 EUR for project preparation, upon signature of the contract. The partners shall have financial capacity to advance all costs, which shall be reimbursed once the project outputs are reached and verified.

The programme area covers the territories of Albania, Montenegro and Italian regions Puglia and Molise. Partnership must include at least 1 partner from Italy and 1 from Albania or Montenegro. It is possible to include Italian partners outside Puglia and Molise (not as lead partners) if they provide real and verifiable benefit for the regions of the programme area. The total number of partners must not exceed six (6), including the lead partner. Projects can also have associated partners, taking part in the activities without receiving financing, for a maximum of one per partner.

Additional points are awarded for projects which:

  • include both Albania and Montenegro;
  • include both Puglia and Molise;
  • include NGOs;
  • have links to EUSAIR strategy (EU Strategy for the Adriatic and Ionian Region), i.e. whose objectives and activities are explicitly foreseen in the EUSAIR action plan and EUSAIR flagships;

One institution can be a lead partner in maximum 1 project per each specific objective.

One institution can be a project partner in maximum 2 projects per each specific objective.

As for the University of Montenegro, these limitations are related to the university as a whole (the university and its organizational units are considered as one institution).

If the institution submits more than a limited number of project proposals, those submitted after the limited number was reached will not be taken in consideration.

The deadline for submission of applications will be 90 days following the publication of the call. The Call will be published at www.italy-albania-montenegro.eu.
