Biography - Raspopović Radoslav

Radoslav Raspopović was born on December 1, 1956 in Pljevlja, where he finished elementary school. In 1975, he finished secondary school (gymnasium) in Podgorica. In 1975-1976 academic year, he enrolled the Faculty of Lawin Podgorica which he graduated from in 1979 with the average mark of 8.21.

On March 11, 1987, he received his master’s degree from the Faculty of Law in Belgrade by defending his thesis paper titled “Termination of international legal continuity of the Montenegrin state” before thesis committee members Prof. SmiljaAvramov,Prof. MirkoMirković, PhD, and Prof. StevanĐorđević, PhD.

He defended his PhD dissertation titled “Montenegrin diplomacy 1978 -1918” also at the University of Belgrade Faculty of Law with the highest grade on March 3, 1994, before thesis committee members Prof. RadoslavStojanović, PhD, Prof. StevanĐorđević, PhD, and Prof. DragoljubPetrović, PhD.

DrRaspopović has worked at the Historical Institute of Montenegro since April 24, 1980. His first positions were Junior Researcher and then Senior Researcher, after which his scientific titles were Research Associate (April 29, 1994), Senior Research Associate (December 24, 1999) and since May 26, 2005, he has held the position of Research Fellow.

In late April 2009, he was appointed Head of the Historical Institute of Montenegro, and he held the post for two terms until April 25, 2015. All the while, he was a senator of the Senate of the University of Montenegro (for six years). Prior to this appointment, he had been a member of Social Science Council after which he was elected to the University Senate.

After his appointment as Head of the Historical Institute, over the stretch of two three-year terms, he improved the work of the oldest scientific institution in Montenegro in terms of its organization, scientific research and staff. During his termsin office, the Historical Institute got an accredited study program and was licensed to organize a Master’s degree study course in the field of History/Cultural History and Historical Anthropology. The program was a success, and three candidates received their Master’s degree in 2014.

DrRaspopovićhas actively worked on establishing international collaboration of this scientific institution. He has signed collaboration agreements with various European institutes and universities. He has actively participated in organizing several international scientific gatherings in the capacity of a director, chairman of organization committees and, consultantin virtually all of them. The material from the majority of the gatherings was published either as a separate publication or as a thematic issue of the Istorijskizapisijournal.

He was actively involved in promoting numerous bookspublished during his termin office, and inpromoting the Istorijskizapisi journal, which Raspopovićhas edited, along with numerous scientific conference proceedings.

DrRadoslavRaspopovićhas worked as a visiting professor at The University of Montenegro Faculty of Political Science, teaching the following courses:

  • In 2006 - 2012 academic years - History of Diplomacy and History of Montenegrin Diplomacy;
  • In 2012-2013 academic year - History of Montenegrin Diplomacy;
  • In 2013-2014 academic year – Foreign Policy and History of Montenegrin Diplomacy;
  • In 2014-2015 academic year until present – History of Montenegrin Diplomacy.
  • In 2017-2018 academic year – History of Montenegrin diplomacy and Contemporary Political History.

He has successfully acted as a mentor and as a Master’s and PhD thesis defense committee member at the Faculty of Political Science. 

He has taught Master’s degree courses at the Faculty of Political Science, and he has also taught courses at the Diplomacy Academy “GavroVuković”, which operated within the Faculty of Law in its early years.

In early 2015, by the decision of the Government of Montenegro he was appointed member of the Diplomatic Consular Examination Committee supervised by the Diplomatic Academy formed by Ministry of Foreign Affairs and European Integration of Montenegro. His work at the Committee and at the Diplomatic Academy ended by mid-2017.

He has been achairman of Montenegrin National Committee of AIESEE,an international organization which studies the history of southeast Europe. As a member of this scientific association, he took part in the Paris Congress in 2009, the Warsaw Congress in 2012 and in the Belgrade Congress in 2017.

During the first decade of his scientific career, in 1989 and 1990, DrRaspopović completed a six-month specialty course at the Lomonosov Moscow State University (MSU). Simultaneously, he completed his professional training at the Institute for Slavic Studies of the Russian Academy of Sciences by working on the project “Montenegrin Diplomacy 1878-1918”. The study program was mentored by Prof. Viktor GeorgiyevichKarasyov, PhD. During this visit, as well as on many other occasions, he wrote scientific papers for scientific gatherings organized by the Institute for Slavic Studies and Institute of Russian History of the RAS. He conducted archive research at all renowned archive institutions in Moscow and Sankt Petersburg for months, and he also worked at renowned Lenin library in Moscow and the Institute of Scientific Information (INION), and at the National Library in Sankt Petersburg. He participated at scientific gatherings not only in Moscow, Sankt Petersburg, Samara and Tula, but also in Paris, Berlin, Istanbul, Warsaw, San Marino, Rome, Belgrade, Zagreb, Novi Sad and Ljubljana.

Between 1998 and 2002, he was the editor-in-chief of the leading historical journal in Montenegro, Istorijskizapisi, the post which he held again between 2009 and 2015.He had been editor-in-chief of the journal for nearly 10 years. In early October 2017, he was appointed once again editor-in-chief of Istorijskizapisi. The journal has had an international staff since September 1998, and has been listed in European databases CEEOL and EBSCO since 2010.

Between 1996 and 2002, he chaired the Editorial Roundtable Board of the Historical Institute, which organized four scientific meetings resulting in four respective published proceedings edited by DrRaspopović. 

DrRadoslavRaspopovićwas a member of editorial boards at Historical Journal of Yugoslavia (1994-2000), Journal of 20th century History, and Archives of Yugoslavia.

He is currently a member of the International Editorial Board of the scientific journal “StudiaLiterrarum” (scientific journal StudiaLitterarum, dedicated to fundamental studies in history and theory of literature and folklore, textology and source studies), at the Gorky Institute of World Literature of the RAS in Moscow (since December 2016). He is also a member of the editorial board of the electronicscientific journal “История. Историки. Источники” of the Tula State University and Russian Academy of Natural History (from mid-2016 - ISSN 2410-5295).

DrRaspopović was a member of the CANU Board for Issuing Montenegrin History Sources, after which he was chosen as a member of CANU Board for Social Studies. He has taken part in various scientific gatherings organized by CANU. He was involved in the CANU project Encyclopedia of Montenegro, which was subsequently cancelled.

At the Historical Institute of Montenegro, he has worked on projects in the field of Montenegrin history of law, international law and diplomacy in the 19th and early 20th centuries.

The monographs which he has independently published so farinclude: “DiplomatijaCrne Gore 1711-1918”, (700 pages), Podgorica-Belgrade, 1996; “Ruskikonzulat u Kotoru I CrnaGora 1804-1806”, (214 pages), Podgorica, 2004; “Crna Gora I Rusija. Oglediieseji”, Podgorica-Belgrade, 2005, (430 pages); “OdgovoricrnogorskihsudovanaministarskenaredbeValtazaraBogišića”, Podgorica, 2005 (145 pages); Normativneosnovemonetararnogibankarskogsistema u Crnoj Gori (bilingual, anniversary edition of the Centralbank of Montenegro (with an English translation – 275 pages, format A4), Podgorica, 2006; , Stega - najstarijicrnogorskizakonski(a phototype anniversary edition of the Ministry of Justice in the Government of Montenegro, in its original language with versions transcribed into Church Slavonic and contemporary Cyrillic alphabet, and with Russian, French and English translations of Stegaand its afterword, which acts as a sort of scientific discussion (90 written pages, format A4), Podgorica, 2008. The Institute of Russian History of the RAS published his bookРоссия a u Черногорияcпачалa XIX века. Русскоеконсульство e Которев 1804-1806 годах. Санкт-Петербург, 2009, (205 pages). As coauthor, DrRaspopović worked on publishing archive documents. Together with ProfessorGavroPerazić,he assembled a collection of papers “MeđunarodniugovoriCrne Gore 1878-1918”, Podgorica, 1992, (850 pages). He collaborated with DrBrankoPavićević on publishing Crnogorskizakonici 1796-1916, Pravniizvori I političkiaktiodznačajazaistorijudržavnostiCrne Gore, Vol. I-V, Podgorica, 1998, a five-volume collection of papers containing more than 5,000 written pages. The edition won the Historical Institute the Publishing Venture of the Year award at the 1998 International Belgrade Book Fair. Partnered with academic BrankoPavićević, he wrote and edited the introduction for an edition of Stegatitled “Stega - najstarijicrnogorskizakonskispomenik”, which was published at the 200th anniversary of its passing as an anniversary publication in its phototyped and transcribed versions in Church Slavonic and contemporary Cyrillic alphabet, with Russian, French and English translations of Stega and a scientific study on Stega.

There are published editions in Russian and Montenegrin languages which feature DrRaspopović as either coauthor or coeditor –“Петар I PетровичЊегош и Руссия “, a photo album: “ПроглашењеНиколе I ПетровићаЊегошазакраља 1910. И његовапосјетаРусији 1912”, and “BerlinskiUgovor 1878”, both French and translated versions. Moreover, Raspopović was the editor of a bilingual printed edition of Наутика – предавањаМаркаМартиновићарускимморнарима у Перасту 1696-1698, (Moscow –Podgorica, 2014), published by Russian and Montenegrin publishers.

Together with his Montenegrin and Russian colleagues (from the Institute of Russian History of the Russian Academy of Science) he edited a two-volume publication -  "N.M. Potapov, Ruskivojni agent u CrnojGori"; Vol1, reports, telegrams, letters (790. pages), andVol 2: “N.M. Potapov, Dnevnik 1906-1907; 1912, 1914-1915”, (840 pages), Podgorica –Moscow, 2003.

DrRaspopović is an editor and reviser of a bilingual edition (in Italian and in translated form) StatističkipodacioCrnojGori – Cennistatisticisul Montenegro, Podgorica, 2001, by DrTimoleoneVedovija(330 pages), which was first printed in Cremona in 1854.

As the editor of “Prevodi” library, he used the financial aid of the US Embassy in Podgorica to edit the following books translated from English – DžonaTredveja, Sokoiorao, Crna Gora i Austro-ugarska1908-1914,[John D Treadway, Falcon and Eagle: Montenegro and Austria-Hungary, 1908- 1914], Podgorica 2005, (290 pages), Džejmsa F. Sajmona, Kakva je to nacija, [James F. Simon, What Kind of Nation], Podgorica 2006. (350 pages) and DejvidHaketFišer, VašingtonovprelazakDelavera, [David Hackett Fischer, Washington’s Crossing], Podgorica, 2007 (680 pages).

DrRaspopović wrote the introduction and edited the translation of a book by Robert J. Kennedy, Cetinje to Windzor - Od Cetinja do Vindzora - Opisposjeteknjaz Nikole NjenomveličanstvubritanskojkraljiciViktoriji, (140 pages, format B5), Podgorica, 2008. The book was first published in London in 1898.

Within the “Diplomatskesveske” edition, which he edits, he has assembled, independently or as coeditor, the following collection of papers:

                DrRadoslavRaspopović has participated in numerous scientific gatherings,both inthe country and abroad. His papers have been published not only in proceedings from scientific conferences, but also in periodicals published in Montenegro and in scientific journals in Serbia, Russia, France, Poland, Hungary, Greece, Ukraine, Croatia, while his papers from conventions in Turkey, Hungary and Slovenia are waiting to be published.

Apart from the published editions of diplomatic volumes, DrRadoslavRaspopovićalso assembled other volumes on Montenegro-America and Montenegro-Russia relations while working on the “Diplomatskesveske” project: “Crna Gora i SAD za period 1918 -1921“, Vol 2, and „Crna Gora iRusija“,Vol 2, titled: „Rusija-BerlinskikogresmeđunarodnopriznanjeirazgraničenjeCrne Gore“, as well as the volume called: “Crna Gora iVelikaBritanija“, dedicated to the diplomatic work of Alex Devine.

DrRadoslavRaspopović has spent the majority of his career at the HistoricalInstitute of Montenegro, in the field of scientific research. His lecturing careerstarted withteaching Master’s degree courses at the Faculty of Law in Podgorica (at the department of the future Faculty of Political Science) and at the Diplomatic Academy “GavroVuković”, where he taught History of Montenegrin Diplomacy. Since 2006, he has been teaching undergraduate courses at the FPN as well. He has shown proficiency and tact as a teacher and is consequently highly valuedby the university and wider cultural public as a university professor,and is respected by his students.

Prof.Raspopović is fluent in Russian and has a working knowledge of English and certain Slavic languages.
