Biography - Cerović Dražen

Born on August 2, 1975 in Podgorica. He graduated at the Law Faculty of the University of Montenegro in 1999 as one of the best students in generation. He finished postgraduate studies at the Law Faculty of the University of Belgrade, on which he obtained his scientific title as a Mater of legal science in 2003. He defended master thesis Administrative Matters adn Constitutional Appeal with highest honor.

Doctoral thesis Parliamentary control of public administration in 2007 with highest honor.

He has been chosen in all previous titles at the University of Montenegro.

Appointed for the assistant in 2000, as an assistant professor in 2009 and as and associate professor in 2014.

He teachs Administrative law, Constitutional procedural law, Police law and Security management at the Law Faculy of University of Montenegro.

He was a President of the Court of Honor of Montenegro University in period drom 2015 to 2017

Vice-dean for the teaching of the Law Faculty of the University of Montenegro in period from 2009 to 2011.

He was an advisor to the President of the Constitutional Assembly of the Republic of Montenegro in period from 2006 to 2008.

Consultant to the Government of Montenegro at the Coordination team for the Strategy on Euro-Atlantic integrations in period from 2008 to 2011.

SIGMA expert for the area of public administration in Montenegro.

Member of the Senate of the Association of lawyers of Montenegro.

Member of the Council for Civil Control of police work from 2015 and the President of theCouncil since 2017.

President of the Association for democratic legal order which gathers experts in the field of legal science since 2001

Academic director of the center of public administration of Montenegro in period from 2003 to 2005.

Co-worker at the University of Texas in Dallas and Arlington.

He was the national coordinator of the European Agency for Reconstruction for the project of public administration reform in Montenegro from 2001 to 2002.

Member of several expert teams and working groups of the Parliament and the Government of the Republic of Montenegro.

Author of a number of scientific, professional and other articles and publications in the area of Asministrative and Constitutional law and the security sector.

Hes an exhibitor on a number of gatherings, seminars and round tables in the field of law and legal system.

He published the monograph Administrative matter and constitutional complaint in the edition of the Law Faculty of the Montenegro University and the Official Gazette of the Montenegro Republic, Podorica, August 2004.

Co-author of the monograph Study-ancticorruption in Montenegro in the edition of the Association for democratic legal order, Podgorica, July 2003.

Author of the University extbook Administrative procedural law in edition of the Law Faculty of Montenegro University, 2013.

Hes the author of one of the chapters in in an internation scientific study about intelligence services in Europe - “Handbook of European Intelligence Cultures” published in the releade of one of the most prestigious world publishers Rowman & Littlefield

Author of a large number of articles and publications from scientific and social life.

He speaks English and Russian.
