Budimir Lutovac was born on 6th of April 1967 in Ivangrad (today know as Berane) where he stayed until high school graduation. In 1992 he graduated from the Faculty of Electrical Engineering, the University of Montenegro after defending the graduation paper ''Computer graphics - the basics of geometric modeling''. Upon that, he stayed working as an intern at the faculty. In the period between 1992 and 1996, he acted as a teaching assistant at the Department for computer science.

In 1996 by defending a thesis ''The choice and the application of the artificial neural networks in controlling hand movement'' he terminated his master studies at the Department for robotics and artificial intelligence within the same University. He continued acting as a teaching assistant, at the  Department of General Electrical Engineering, where he was involved in lecturing of Fundamentals of electrical engineering and the Theory of electric circuits.

Budimir Lutovac defended his Ph.D. thesis titled ''New structures and algorithms in the realization of efficient digital filters by applying symbolic analysis'' in March 2003 at the Faculty of Electrical Engineering, University of Belgrade.

Starting from January 2004, until September 2012 he was holding a position of the Assistant Professor at the University of Montenegro, teaching the courses: Theory of electric circuits, Digital filters and Microwave engineering. Upon that and until now he is engaged in teaching the same courses as the Full professor.

In the period between 2007 and 2013, he acted as the vice-dean for finances.

He is the co-author of the book ''Microwave engineering''.

His research interests include symbolic analysis, synthesis of electrical (microwave) circuits and digital filters, artificial neural networks and fuzzy logic.
